Ireland Must End the Greyhound Breeding Loophole Immediately
A deeply troubling animal welfare issue has been unfolding at a national level and, despite overwhelming public support for change, the Irish Government continues to drag its feet.
Our friends at Naturewatch Foundation have published an important article highlighting a legal loophole that allows a painful and invasive breeding procedure to be performed on greyhounds in Ireland, a procedure that is already banned in every other breed of dog in the country.
What Is Surgical Artificial Insemination?
Surgical artificial insemination (SAI) is an assisted breeding procedure so invasive that it is completely banned in the UK, where it is treated as mutilation and a serious criminal offence under animal welfare law.
The procedure involves placing a female dog under general anaesthetic, making an incision into her abdomen, and physically lifting her uterus out of her body, all for the sole purpose of getting her pregnant to produce puppies for the greyhound racing industry.
In Ireland, this procedure is still legal for greyhounds under the Artificial Insemination of Greyhounds Regulations 2005, even though it is prohibited for all other dogs. Irish Government figures show that between 2019 and 2021, 414 greyhound matings took place using this method. Even more disturbingly, a greyhound in Ireland can legally be bred up to eight times in her life, with no restriction on how many of those breedings can involve SAI.
The Public Has Spoken — The Government Has Not
Over a year ago, the Irish Government ran a public consultation on proposals to ban SAI in greyhounds. The results? A resounding 99% of respondents supported a ban.
Those results were known to the Government since at least September 2024, yet for months no announcement was made. When campaigners wrote to the responsible minister, they received no reply. A follow-up response from his office offered only vague assurances that the issue was being "closely examined."
Support for a ban is not just public. It spans the Committee on Agriculture, Food and the Marine, the Irish Government's Working Group on the Control of Dogs, and the Veterinary Council of Ireland, all of which have recommended the practice be completely prohibited.
⚠️ Update — November 2025
The Irish Government has finally acknowledged the consultation outcome and confirmed the 99% support for a ban. However, there has still been no commitment to legislation or any timeline for action. The loophole remains open.
What We're Asking
At Wicklow Animal Welfare, we stand firmly with Naturewatch Foundation in calling for:
An immediate ban on surgical artificial insemination in greyhounds in Ireland.
Legislation ensuring that only qualified veterinary professionals can carry out any assisted breeding procedures on dogs.
Proper regulation to prevent the spread of unregulated canine fertility clinics, which also operate in the Republic of Ireland.
The ethical case is clear. The public has spoken. There is no justification for further delay.
